Description | Wally Briscoe, Senior Vice President of the National Cable Television Association (NCTA) testified before the House Subcommittee on Communications on Wednesday, May 12, 1976 during hearings on HR9689, legislation which would authorize translator broadcast stations to originate limited amounts of local programming. Briscoe said that passage of the bill could lead to increased interference problems from transolators to cable systems and noted that it could raise some serious copyright questions because non-profit translators are exempt from copyright payment.
